Breaking news or rather unbreaking news:  This is how it goes when violence hits the world of the electric fence.  On Tuesday, January 11, 2011 at Pelican State penitentiary 2 Hispanic inmates assaulted 3 custody staff as a result PSP was immediately placed on modified program.  Effective today, a statewide modified program impacting the southern Hispanic male inmate population (Sureno 13) has been initiated.  The Female institutions will resume normal programs as will camps and CCFs.  It is recognized at the reception centers and some dorm settings there is difficulty in validating segments of the Hispanic inmate population.  Wardens are directed to use conservative discretion and where appropriate modify the programs for all Hispanic inmates.  This does not preclude those inmates who are not Southern Hispanics from participating in the regular visiting program.  All Wardens are to update there visiting information, telephone lines to advise of the status of visiting during the modified program.  This PSR is in addition to all existing modified programs currently in operation.  This modified program will be reevaluated on Wednesday January 12, 2011.  Broad casted live from somewhere in the belly of California.
